Abstract

More than 4 million Californians have coverage through the new options of the Affordable Care Act (ACA), and more than 60 percent of previously uninsured adults were covered as of July 2014, and the rate of growth in premium costs has also been cut in half. The report highlights the state’s achievements both in implementing the law and improving on it (Part I). Part II describes the results and priorities for communities that have the most to gain from the ACA. Part III summarizes the work still left to do to bring the full promise of reform — not just coverage, but access to care and better health outcomes — to every man, woman, and child living in the Golden State.

California Health Interview Survey (CHIS) 2011-2012 data on the uninsured is used in Part I and California Simulation of Insurance Markets (CALSIM) 1.91 on distribution of Covered California enrollment by race/ethnicity in 2014 and 2015 is used in Part III.

Funders of this report include: The California Endowment, the California Wellness Foundations, California Community Foundation, Community Catalyst and the Affrodable Care Act Implementation Fund, and the San Francisco Foundation.
