Abstract

​In January 2018, President Donald Trump announced “four pillars” for U.S. immigration policy: 1) increased border security, 2) legalization of immigrant youth (those granted Deferred Action for Childhood Arrivals (DACA) status, also known as DREAMers), 3) limiting family-based immigration, and 4) eliminating diversity visas.

Authors of the Health Affairs blog post focus on the second two pillars of reducing the number and limiting the types of legal immigrants to be admitted to the United States, with a special focus on the administration's proposed expansion of “public charge” regulations that would create a “chilling effect” that would that will keep legally present resident immigrants from participating in or disenrolling from needed services, such as Medicaid and nutrition programs.
