January 2014 | Final Evaluation Report on the Health Care Coverage Initiative in California


 

The UCLA Center for Health Policy Research was selected to evaluate the Health Care Coverage Initiative (HCCI), a ten-county experimental program to extend health care coverage to more than 230,000 low-income uninsured adults who were not otherwise eligible for public programs such as Medi-Cal. This report presents findings based on data received by UCLA from the participating counties as of April 30, 2012 and from DHCS as of July 19, 2012. The report details program implementation and operation, the counties' success in expanding coverage and in expanding the safety-net structure to accommodate the newly insured, innovations in access to, and quality of, care, as well as the program's income and expenditures.

 


August 2012 | System Integration in the Safety Net - Progress Toward Integrated Delivery Systems in California

Following the end of the HCCI program, UCLA conducted comprehensive interviews with program administrators to assess county activities in quality improvement, network development and management, care delivery, technology, and program administration. The resulting publication - supported by Blue Shield of California Foundation - provides a desciption of advances in safety net integration that occured during the HCCI program, while a companion report offers detailed information about findings from each of the ten HCCI counties.

 

June 2010 | Interim Evaluation Report on the Health Care Coverage Initiative in California

In June 2010 UCLA completed and submitted this interim evaluation of the HCCI program, which was provided to CMS as part of the proposal to renew California's 1115 Waiver and create the Low Income Health Program.
 

 

December 2009 | Health Policy Research Brief: Creation of Safety-Net Based Provider Networks Under the Health Care Coverage Initiative

This brief, supported by The California Endowment, assessed interim status of provider networks created under the HCCI program. Creation of safety net provider networks was novel in most counties, and is a critical component of providing coordinated, high-quality care

August 2009 | Interim Evaluation of the Health Care Coverage Initiative in California

With support from California HealthCare Foundation, UCLA completed an early interim evaluation report on HCCI, in August 2009. This report was the first publication to assess progress toward meeting evaluation and program goals.

 

June 2009 | Health Policy Research Brief: How the Health Care Coverage Initiative is Providing a Medical Home

This brief, supported by The California Endowment, assessed interim status of medical home implementation in each of the HCCI counties. The medical home model has potential to reshape delivery of primary care for safety net patients, by establishing a single primary care provider for each individual.
