Are restrictions on cannabis retail sales being circumvented by home deliveries in California jurisdictions?

The sample of this study will include participants of the 2021 or 2022 California Health Interview Survey (CHIS) who used cannabis in the past 30 days (n=6861). This inclusion criterion is based on the measure of cannabis acquisition in the past 30 days (AC194), which will be used in deriving this study’s dependent variable. The cannabis ordinances will be selected from the California Cannabis Local Laws database [1], which was developed and maintained by colleagues at the Public Health Institute (Lynn Silver, MD, and Alisa Padon, PhD).

We hypothesize that many recreational cannabis users who are subject to restrictive policies receive home deliveries, and that these individuals have greater odds of using such services than residents of permissive jurisdictions.
