Equity Through Implementation

Summary

Published Date: November 01, 2010

Authors of this fact sheet found that communities of color will comprise 65% of Californians eligible for subsides on the Health Benefit Exchange, and 32% will speak English less than well. Also significant is that communities of color will comprise 79% of the newly eligible adults under the Medi-Cal expansion, and 51% will speak English less than well. To ensure all Californians who are eligible for health coverage are enrolled, have equal access to care, and receive quality services, authors recommend:

  • Conducting culturally and linguistically appropriate outreach and enrollment efforts.
  • Ensuring representation of communities of color at the policy table.
  • Collecting and analyzing data on race, ethnicity, and language.
  • Building a culturally competent workforce.

Data from the 2007 California Health Interview Survey is used in this publication.
