Interagency Technical Working Group on Sexual Orientation and Gender Identity Items in the Household Pulse Survey: Report and Recommendations

The Office of Management and Budget (OMB) convened an interagency technical working group (ITWG) to provide a consensus recommendation to OMB and U.S. Census Bureau (Census) on how to measure sexual orientation and gender identity (SOGI) on the Household Pulse Survey (HPS). The HPS is conducted by the Census and designed to provide researchers and decisionmakers with timely, relevant, and accurate information on the coronavirus pandemic’s impact on the American public. OMB also charged the ITWG with designing a plan for monitoring, testing, and revising any SOGI questions added to the HPS. This report provides recommendations to guide Census and OMB.
