The 2001 California Health Interview Survey, 2002 Kaiser Family Foundation/Health Research and Education Trust California Employer Health Benefits Survey, Milliman Health Cost Guidelines, and ad hoc surveys of large health plans were used.

More than 1 million adult HMO members in California with limited English proficiency are at risk for problems accessing health care services and receiving quality treatment. This study illustrates the substantial need for language services in commercial plans, Medi-Cal and Healthy Families, and highlights the importance of recent statutory changes that will require the California Department of Managed Health Care to oversee and regulate language services in licensed HMOs.

This new study found that providing health insurance to the estimated 6.3 million Californians who were uninsured in 2001 would increase health care expenditures within the state by about $842 million, or $143 per uninsured person, with significant savings likely through program consolidation, better health and preventive care, reduced uncompensated care spending by "safety net" providers, and expanding insurance revenues.

The authors compared total outpatient costs of four common treatments for low-back pain (LBP) at 18-months follow-up. This study is the first randomized trial to show higher costs for chiropractic care without producing better clinical outcomes, but our findings are likely to understate the costs of medical care with or without physical therapy because of the absence of pharmaceutical data.

The purpose of this cost-effectiveness analysis was to evaluate whether the currently available literature justifies the emerging use of total ankle arthroplasty. This study also identifies thresholds for the durability and function of ankle prostheses that, if met, would support more widespread dissemination of this new technology.

This report describes how Tenet has turned the Medi-Cal Disproportionate Share Hospital (DSH) program, which was created to keep safety net hospitals alive, into a corporate profit center. First, it explains how Tenet grew its Medi-Cal DSH hospital business and how much it earns from this program. Next, it examines the patients in Tenet DSH hospitals and the care they receive. Finally, it suggests questions that merit further inquiry from California lawmakers and health advocates.
