This study is a comprehensive review of oral health and disease in the state. It is intended to serve as a foundation for the Oral Health Program in the California Department of Public Health and the establishment of a new state oral health plan for California. The purpose of the report is to provide an overview of California's oral health status and capacity to address disease burden in the state.

This report summarizes the most recent data that describe oral health status, disparities, risk and protective factors, and dental services in California. The authors use 2007 and 2011-2012 California Health Interview Survey for teens who missed school, adult smokers, children/teens who visited the dentist in the past year.
