Summary
This report evaluates the progress of California’s Delivery System Reform Incentive Payments (DSRIP) program, a five-year initiative to improve care delivery and performance of designated public hospitals (DPHs) throughout California through the use of financial incentives. DSRIP goals included incentivizing innovation and integrated care delivery redesign at hospital systems serving a disproportionate share of low-income patients, creating and sustaining medical homes to manage chronic diseases, delivering proactive primary care services, and reducing health disparities. California was the first state in the nation to implement a DSRIP program. Seventeen DPHs participated in DSRIP, including five University of California (UC) systems (academic-owned) and 12 county-owned and -operated systems.
The UCLA Center for Health Policy Research performed a comprehensive evaluation of DSRIP and found that participating hospitals achieved 97% of their milestones across five innovation categories.
